{"id":13715,"date":"2023-04-26T11:08:56","date_gmt":"2023-04-26T15:08:56","guid":{"rendered":"https:\/\/www.newsmediaalliance.org\/?p=13715"},"modified":"2025-02-06T13:55:56","modified_gmt":"2025-02-06T18:55:56","slug":"release-news-media-alliance-applauds-california-committee-on-privacy-and-consumer-protection-for-voting-in-favor-of-california-journalism-preservation-act","status":"publish","type":"post","link":"https:\/\/www.newsmediaalliance.org\/release-news-media-alliance-applauds-california-committee-on-privacy-and-consumer-protection-for-voting-in-favor-of-california-journalism-preservation-act\/","title":{"rendered":"News\/Media Alliance Applauds California Committee on Privacy and Consumer Protection for Voting in Favor of California Journalism Preservation Act"},"content":{"rendered":"<p style=\"text-align: left;\">FOR IMMEDIATE RELEASE<\/p>\n<p>Arlington, VA \u2013 Last night, at a <span style=\"text-decoration: underline; color: #0082c0;\"><a style=\"color: #0082c0; text-decoration: underline;\" href=\"https:\/\/privacycp.assembly.ca.gov\/content\/2023-24-bill-hearings\" target=\"_blank\" rel=\"noopener\">hearing<\/a><\/span> of the California State Assembly Committee on Privacy and Consumer Protection, members voted 9-0 in favor of the California Journalism Preservation Act (CJPA, <a href=\"https:\/\/privacycp.assembly.ca.gov\/sites\/privacycp.assembly.ca.gov\/files\/AB%20886%20%28Wicks%29%20APCP%20analysis.pdf\" target=\"_blank\" rel=\"noopener\"><span style=\"text-decoration: underline; color: #0082c0;\">AB 886<\/span><\/a>).<\/p>\n<p>The bill, which was <span style=\"text-decoration: underline; color: #0082c0;\"><a style=\"color: #0082c0; text-decoration: underline;\" href=\"https:\/\/www.newsmediaalliance.org\/release-news-media-alliance-applauds-california-state-assembly-for-introducing-california-journalism-preservation-act\/\">introduced<\/a><\/span> by Assemblymember Buffy Wicks (D-Oakland) in March, would require Big Tech platforms such as Facebook and Google to pay news publishers a \u201cjournalism usage fee\u201d to use local news content. Currently, creators of quality journalism are not adequately compensated for the use of their content that takes a tremendous investment to produce, and therefore, cannot reinvest enough in journalists and newsrooms.<\/p>\n<p>The CJPA would also promote the hiring of more journalists, requiring news publishers to invest 70 percent of the profits from the usage fee into journalism jobs.<\/p>\n<p>News\/Media Alliance Executive Vice President &amp; General Counsel, Danielle Coffey, testified at the hearing, alongside Assemblymember Wicks and Matt Pearce, representing labor unions.<\/p>\n<p>Coffey stated, \u201cWe applaud Assemblymember Wicks and the Privacy and Consumer Protection Committee for recognizing the value of high-quality journalism and the need for journalism providers to be compensated fairly for the use of their content by the tech platforms. We are very happy with the outcome of the hearing in California, and we look forward to next steps as the bill moves forward.\u201d<\/p>\n<p>The Alliance has been vocally advocating for such legislation at the federal level since 2018. The Journalism Competition &amp; Preservation Act (JCPA), which was reintroduced in the 117th Congress (S. 673 and H.R. 1735), passed through Senate Judiciary Committee <span style=\"text-decoration: underline; color: #0082c0;\"><a style=\"color: #0082c0; text-decoration: underline;\" href=\"https:\/\/www.newsmediaalliance.org\/statement-news-media-alliance-applauds-senate-markup-of-journalism-competition-preservation-act-jcpa-calls-on-house-to-mark-up-bill-next-week\/\">markup<\/a><\/span> in September and nearly passed into law in December before the Congress ended. Senate Antitrust Chairwoman Amy Klobuchar (D-MN) and Senator John N. Kennedy (R-LA) <span style=\"text-decoration: underline; color: #0082c0;\"><a style=\"color: #0082c0; text-decoration: underline;\" href=\"https:\/\/www.newsmediaalliance.org\/release-news-media-alliance-applauds-members-of-house-and-senate-for-reintroducing-journalism-competition-preservation-act-2023\/\">reintroduced<\/a><\/span> the JCPA, which has strong bipartisan support, in the Senate (<span style=\"text-decoration: underline; color: #0082c0;\"><a style=\"color: #0082c0; text-decoration: underline;\" href=\"https:\/\/www.congress.gov\/118\/bills\/s1094\/BILLS-118s1094is.pdf\" target=\"_blank\" rel=\"noopener\">S. 1094<\/a><\/span>) on March 31.<\/p>\n<p>Coffey added, \u201cThe dominant tech platforms reap the vast majority of the online revenue at news publishers\u2019 expense.
